§ 9-9-30. Promulgation of rules and regulations.
Notwithstanding any other provision of law, the jury commissioner shall, with the
            approval of the presiding justice of the superior court, promulgate rules and regulations
            for the efficient operation of the jury system within the counties of the state. Such
            rules and regulations shall become final after approval by the supreme court and upon
            filing in the office of the secretary of state, unless otherwise specified at the
            time of approval by the supreme court.
