§ 9-1-17. Limitation of actions on contracts or liabilities under seal and on judgments.
The following actions shall be commenced and sued within twenty (20) years next after
            the cause of action shall accrue and not after: actions on contracts or liabilities
            under seal; and actions on judgments or decrees of any court of record of the United
            States, or of any state.
