§ 9-30-12. Construction.
This chapter is declared to be remedial; its purpose is to settle and to afford relief
            from uncertainty and insecurity with respect to rights, status, and other legal relations;
            and is to be liberally construed and administered. The remedy provided by this chapter
            shall be cumulative and shall not exclude or prevent the exercise of any other right,
            remedy, or process heretofore allowed by law or by previous enactment of the legislature.
