§ 8-8-18. Failure of clerk to account for fines and costs.
For any willful neglect or refusal of the clerk of the district court to account or
            for any willful neglect or refusal of any clerk of the district court to pay over
            all fines and costs received by him or her, he or she shall be fined fifty dollars
            ($50.00) for each offense and also double the amount of fines and costs received by
            him or her and so detained.
