§ 8-10-19. Limitation on transfer or parole of juveniles.
During the period when a juvenile shall be placed in the receiving and screening unit
            or in the youth correctional center, no transfer or parole of the juvenile shall be
            made except with the consent of the chief judge of the family court, or, in his or
            her absence, with the consent of the justice who initially heard, or has pending before
            him or her, the matter involving such juvenile.
