§ 41-3-9. Rules as to betting and track operation — Deputies.
The division of gaming and athletics licensing may make rules and regulations governing
            the operation of the tracks and stables. The division may make rules regulating betting
            at the horse racing events. The division may, at its discretion, appoint deputies,
            not exceeding twenty-two (22), to perform such duties as the rules and regulations
            of the division may require.
