§ 41-10-1. License required for offtrack betting.
No person, association, or corporation shall hold or conduct offtrack betting on any
            racing event for any stake, purse, or reward, except a person, association, or corporation
            as shall be licensed by the division of gaming and athletics licensing, as provided
            by this chapter, and as approved by the voters, as required by this chapter.
