§ 41-3-8. Licensing of owners, trainers, jockeys, and other personnel.
The division, at its discretion, shall license owners, trainers, jockeys, starters,
            exercise boys, hotwalkers, grooms, and all other stable personnel as well as pari-mutuel
            employees, concessioners and vendors, security personnel, licensees, employees, pari-mutuel
            totalizator companies and their employees, and all employees of race track management.
