§ 40-9-5. Functions of advisory council.
The council shall confer with and shall advise the director of human services in promoting
            the interests of people who are blind or visually impaired in the state and concerning
            the policies, rules, and regulations appertaining thereto; provided, however, that
            the advisory council shall have no administrative power.
