§ 40-9-12. Agreements as to business enterprises program.
The state department of human services is hereby authorized to enter into agreements
            with the department of elementary and secondary education, and/or its office of vocational
            rehabilitation for cooperation in the business enterprises program, and, from time
            to time, to amend the agreements; provided, any agreement or amendment shall be subject
            to the approval of the commissioner of elementary and secondary education and the
            governor.
