§ 40-8-13. Rules, regulations, and fee schedules.
The director shall make and promulgate rules, regulations, and fee schedules not inconsistent
            with state law and fiscal procedures as he or she deems necessary for the proper administration
            of this chapter and to carry out the policy and purposes thereof, and to make the
            department's plan conform to the provisions of the federal Social Security Act, 42 U.S.C. § 1396 et seq., and any rules or regulations promulgated pursuant thereto.
