§ 40-6-25. Rules and regulations.
The department is authorized to prescribe forms and promulgate rules and regulations
            that it deems necessary in order to effectuate the intent and provisions of this chapter.
            Furthermore, it is the legislative intent of the general assembly that the authority
            granted in this chapter to the department to promulgate rules and regulations, with
            respect to eligibility for assistance, amount, and standards of assistance and administration
            of programs, be liberally construed.
