§ 40-5-4. Manner of relief in Providence.
The city council of the city of Providence may prescribe the mode in which, and extent
            to which, the director of public welfare of the city shall afford temporary relief
            to poor and indigent persons who are not supported and employed in the asylum, or
            other tenements belonging to or used by the city.
