§ 40-14-8. Rules and regulations.
The director shall, with the advice of the governor's commission on disabilities,
            promulgate rules and regulations concerning eligibility, interest rates, repayment
            terms, and other matters as are necessary and proper to carry out the purpose of this
            chapter.
