§ 36-9-28. Service creditable on retirement.
At retirement, the total service credited a member shall consist of the service rendered
            by him or her as an employee during his or her membership, and also, if he or she
            has a prior service certificate which is in full force and effect, the service as
            an employee certified on his or her prior service certificate.
