§ 36-8-6. Votes of board — Record of proceedings.
Each member of the board shall be entitled to one vote. A majority of the board shall
            constitute a quorum and all actions of the board shall be a majority vote of the members
            present and voting at which a quorum is present. The board shall keep a record of
            all the proceedings which shall be open to public inspection.
