§ 36-6-5. Manner of compensation prescribed by appropriation law.
All officials and employees shall be compensated in the manner provided by the annual
            appropriation act or as may hereafter otherwise be prescribed by law. This section
            shall not apply to the directors of the several departments of the state of Rhode
            Island or to the general officers of the state of Rhode Island whose salaries shall
            be fixed by the general assembly.
