§ 36-4-57. Compliance with federal standards.
The provisions of this chapter, chapter 3 of this title, or of the personnel rules
            shall not apply in each instance where it is contrary to merit standards established
            by the federal government or any agency of the state where compliance with the merit
            standards is a condition precedent to the granting of federal funds to the state or
            any agency of the state.
