§ 36-4-11. Allocation of positions to classes within plan.
After the adoption of the classification plan by the governor, the personnel administrator
            shall allocate every position in the classified service to one of the classes established
            by the plan. Thereafter, whenever new positions are authorized and created, whenever
            the duties and responsibilities of existing positions change, or whenever the classification
            plan is amended, the personnel administrator shall allocate or reallocate the affected
            positions and shall determine the status of employees affected by the action in accordance
            with the personnel rules.
