§ 36-3-4. Division established — Administrator.
There is hereby established within the department of administration a division of
            personnel administration. The head of this division shall be known as the personnel
            administrator who shall be in the classified service and whose salary shall be established
            in accordance with the terms of the pay plan for classified employees.
