§ 14-1-46. Institution of proceedings against adults — Process.
Proceedings against adults may be instituted by the officers duly authorized by law
            to institute those proceedings or by the court's own motion. The court shall issue
            its summons, warrant of arrest, or other process in order to secure or compel the
            attendance of any necessary person.
