§ 10-3-20. Severability.
If any provision of this chapter shall be declared unconstitutional or invalid, the
            unconstitutionality or invalidity shall in no way affect the validity of any other
            portion thereof which can be given reasonable effect without the part so declared
            unconstitutional or invalid.
