§ 10-13-5. Citations to state as creditor.
Every person imprisoned or liable to be imprisoned in any suit in favor of the state,
            entitled to the oath prescribed in § 10-13-8, may apply for and have a citation to the state, to show cause why he or she should
            not be admitted to take the debtor's oath.
