§ 10-13-23. Certificate as to oath — Certificate of discharge.
The justice administering the oath as provided in § 10-13-7, pursuant to the provisions of § 10-13-21, shall give a certificate to that effect, under his or her hand and seal, to the
            defendant. In all cases the justice who commences the examination under the provisions
            of this chapter shall alone have the power to sign and seal the certificate of discharge.
