Text

(a)Forms.--The department shall prescribe and provide suitable forms of applications, certificates of title, registration cards, drivers' licenses and all other forms requisite or deemed necessary to carry out the provisions of this title and any other laws the administration of which is vested in the department.
(b)Review of applications.--The department shall examine and determine the genuineness, regularity and legality of every application for registration of a vehicle, for a certificate of title, and for a driver's license and of any other application lawfully made to the department, and may in all cases make investigation as may be deemed necessary or require additional information, and shall reject any application if not satisfied of the genuineness, regularity or legality of the
