Subject to additional definitions contained in subsequent provisions of this part which are applicable to specific provisions of this part, the following words and phrases when used in this part shall have the meanings given to them in this section unless the context clearly indicates otherwise: "Appointing authority."The officers, board, commission, individual or group of individuals having power by law to make appointments in the classified service. "Board."The Executive Board of the Commonwealth. "Civil Service Act."The former act of August 5, 1941 (P.L.752, No.286), known as the Civil Service Act. "Classified service."As follows:

(1)A position filled under the merit system of employment, including:
(i)Each position existing on or created after August 5, 1941, in the Department
