§ 2802 — Declaration of policy

Pennsylvania·Title 66 PUBLIC UTILITIES·Part PART I·Ch. 28 RESTRUCTURING OF ELECTRIC UTILITY INDUSTRY

The General Assembly finds and declares as follows:

(1)Over the past 20 years, the Federal Government and State government have introduced competition in several industries that previously had been regulated as natural monopolies.
(2)Many state governments are implementing or studying policies that would create a competitive market for the generation of electricity.
(3)Because of advances in electric generation technology and Federal initiatives to encourage greater competition in the wholesale electric market, it is now in the public interest to permit retail customers to obtain direct access to a competitive generation market as long as safe and affordable transmission and distribution service is available at levels of reliability that are currently enjoyed by the citizens and busi
