Subject to additional definitions contained in subsequent provisions of this part which are applicable to specific provisions of this part, the following words and phrases when used in this part shall have the meanings given to them in this section unless the context clearly indicates otherwise: "Applicant."An individual who applies to be registered to vote as provided for in this part. "Calendar year."The period commencing January 1 and ending December 31 next following. "Commission."A registration commission established under section 1203 (relating to commissions). "Commissioner."A member of a commission. "County."A county of this Commonwealth. The term includes a county within which is located a city of the first class or with which a city of the first class is coextensive. "Count
