§ 15106 — Conflicts of interest prohibited

(a)General rule.--Except as provided in subsection (b), restrictions on the involvement of elected and appointed county officers in a county contract shall be as prescribed in 65 Pa.C.S. Ch. 11 (relating to ethics standards and financial disclosure) and the limitations and procedures under section 15102(k) (relating to contract procedures, terms and bonds and advertising for bids).
(b)Architects and engineers and criminal offense.--Notwithstanding subsection (a), the following shall apply:
(1)It shall be unlawful for an architect or engineer employed by a county of the second class A and engaged in the preparation of plans, specifications or estimates, to bid or negotiate on any public work contracted by the county, except that an architect or engineer who prepared preliminary plans o
