The following words and phrases when used in this part shall have the meanings given to them in this section unless the context clearly indicates otherwise: "Department."The Department of Banking and Securities of the Commonwealth. "Financial institution."A bank, bank and trust company, trust company, savings bank, private bank, savings association or credit union organized and doing business under the provisions of any law of this Commonwealth, another state or the United States. "Records."Books, accounts, papers, documents, files and other similar business records and information, including information that is:

(1)stored in an electronic or other medium that uses technology having electrical, digital, magnetic, wireless optical, electromagnetic or similar capabilities; and
