reserved - Powers ceded. The consent of the State of Oklahoma is hereby given to the acquisition by the United States by purchase, gift, or condemnation with adequate compensation, of such lands in Oklahoma, as in the opinion of the federal government may be needed for programs and works of improvement for runoff and waterflow retardation and soil erosion prevention or other purposes, in the interest of flood control, within the state in accordance with the programs provided for such purpose in Section 13 of the Act of the Congress of the United States approved December 22, 1944, and entitled "An Act authorizing the construction of certain public works on rivers and harbors for flood control, and for other purposes;" provided, that the State of Oklahoma shall retain a concurrent jurisdicti
