Any person aggrieved by any rule, regulation, decision or order of the Capitol-Medical Center Improvement and Zoning Commission, or of the Director thereof, may appeal to the district court of Oklahoma County by filing a petition in said court and serving a copy thereof on the Director of the Commission. No bond shall be required for such appeal but costs may be required in the district court as in other cases. Filing of such appeal shall in no respect suspend the operation of any such rule, regulation, decision or order; nor shall the district court order any such suspension until full hearing. The district court may require the certification to it, by the Commission, of all papers, records and documents constituting the record of the Commission in respect of such matter. No rule, regulat
