A.The Department of Human Services shall conduct a study to determine the feasibility of constructing an office building in Carter County to house state agencies located in that county.
B.In the event the Office of Management and Enterprise Services determines that it is feasible to construct such office building, the following actions are hereby authorized: 1. The Oklahoma Capitol Improvement Authority shall provide the funding for the construction of an office building in Carter County to house state agencies located in that county, and may hold title to or a leasehold interest in the facilities until such time as the indebtedness created pursuant to this section shall be retired or defeased and shall lease such facilities to the Office of Management and Enterprise Services, with the D
