From and after the effective date of this act, the State Treasurer of the State of Oklahoma shall not trade, transfer, pledge, hypothecate, or sell any bonds held in the State Treasury of the State of Oklahoma acquired in accordance with Senate Bill No. 312, of the Twenty-seventh Legislature, Chapter 1c, Title 62, page 249, Session
