Any building or buildings erected, operated and maintained by the Oklahoma Capitol Improvement Authority, for the State Department of Public Safety, from the proceeds of the sale of bonds pursuant to Title 73, Oklahoma Statutes 1971, Section 153-A, shall upon the redemption of said bonds as provided by this act be transferred from the Oklahoma Capitol Improvement Authority to the State of Oklahoma. Thereafter, the management, maintenance and operation of the transferred property shall become the responsibility and be under the control of the State Department of Public Safety. Provided, the title to the buildings constructed by the Oklahoma Capitol Improvement Authority for warehousing and storage, and the land on which said buildings are constructed, shall be vested in the Oklahoma Capitol
