Such railroad companies shall within twenty-four (24) hours after arrival of shipments give written notice by mail, or otherwise, to consignees of the arrival of the shipments together with the amount of freight charges thereon, and when goods or freight in car load lots arrive, such notice shall contain the number and initials of the car or cars, and if transferred in transit, the number and the initials of the car or cars in which originally shipped. Any railroad company failing to give said notice shall forfeit and pay to the consignee or other party whose interest is affected, the sum of One Dollar ($1.00) per car per day or fraction of a day's delay, in all car load shipments, and one cent ($0.01) per hundred pounds per day or fraction thereof on freight in less than car load lots wit
