A.The Department of Human Services shall have the following responsibilities: 1. Establish and review the eligibility standards and criteria for: a. participation by hospitals and clinics pursuant to the Indigent Health Care Act, and b. reimbursement to clinics for services through the Indigent Health Care Fund; 2. Establish and review the screening criteria and procedures for persons receiving services through participating hospitals and clinics in order to determine which persons are eligible for reimbursement pursuant to existing state and federal medical programs and which persons are eligible for reimbursement pursuant to the Oklahoma Indigent Health Care Act; 3.
