Text

It is the intent of the Legislature to transform the state's current Medicaid program to provide budget predictability for the taxpayers of this state while ensuring quality care to those in need. The state Medicaid program shall be designed to achieve the following goals: 1. Improve health outcomes for Medicaid members and the state as a whole; 2. Ensure budget predictability through shared risk and accountability; 3. Ensure access to care, quality measures, and member satisfaction; 4. Ensure efficient and cost-effective administrative systems and structures; and 5. Ensure a sustainable delivery system that is a provider-led effort and that is operated and managed by providers to the maximum extent possible.
