applicant's resources. The Department of Human Services shall exclude an automobile with an equity allowance of not more than Five Thousand Dollars ($5,000.00) from the determination of resources available to meet the needs of an applicant for or recipient of benefits under the Temporary Assistance for Needy Families (TANF) program.
