A.In every case requiring the exercise of its adjudicative authority pursuant to the Oklahoma Petroleum Storage Tank Consolidation Act, the Corporation Commission shall: 1. Require that any person protesting a case shall file a response or notice of protest at least five (5) days prior to the scheduled hearing date. The Corporation Commission may extend the time for filing upon a showing of exigent or extraordinary circumstances; 2. Require that each case shall be heard within one hundred eighty (180) days of the date of filing unless all parties actively participating in the case agree otherwise or as otherwise provided in this section and due to this time constraint, all Petroleum Storage Tank Division cases, regardless of type of matter, shall be given priority on that day's docket; 3.
