The director of agriculture shall conduct examinations to test qualifications of applicants for a weigher, sampler, or tester license issued under section917.09of the Revised Code at such times and in such places as in the director's opinion will afford the applicants an opportunity to take the examination at reasonable expense. The director may designate or employ one or more persons to conduct the examinations.
