The cost of any improvement provided for in this chapter and the cost of its maintenance and operation  shall include, in addition to the cost of its acquisition or construction, the cost of engineering, necessary publications, inspection, interest on  public obligations, and all other items of cost incident to the improvement as described in division (B) of section133.15of the Revised Code. The county may pay from available county funds any part of the cost of the improvement and any part of the cost of its maintenance and operation if the board of county commissioners considers the payment to be just.
