(A)Regulations adopted under this chapter do not apply to subdivisions subject to plat approval under section711.05or711.10of the Revised Code, and nothing in this chapter limits the authority granted in those sections for subdivision regulations to provide for the proper arrangement of streets or other highways in relation to existing or planned streets or highways or to the county or regional plan.

(B)Regulations adopted under this chapter do apply to subdivisions subject to approval without plat under section711.131of the Revised Code, and to any parcel of property that is not subject to regulations adopted under Chapter 711. of the Revised Code.
