The medicaid director's rules governing  medicaid are binding on other state agencies and political  subdivisions that administer one or more components of the  medicaid program, or one or more aspects of a component, pursuant  to contracts entered into under section5162.35of the Revised  Code. No state agency or political subdivision may establish, by  rule or otherwise, a policy governing medicaid that is  inconsistent with a medicaid policy established, in rule or  otherwise, by the director.
