After a patient's admittance to a hospital, the  department of mental health and addiction services shall conduct a  financial assessment to determine whether the patient, patient's  estate, or liable relative will be charged an amount discounted  from the amount the department charges under section5121.33of  the Revised Code. The department shall make the determination in  accordance with sections5121.40and5121.41of the Revised Code.

If a discounted rate is to be charged, the department shall  notify the person whose financial condition was assessed. The  notice shall specify the per diem rate to be charged.

In accordance with section5121.42of the Revised Code, the  department may, at any time, modify an amount charged or change  the per diem rate to be charged if the department learns
