(A)(1) No governmental aggregator as defined in division (K)(1) of section4929.01of the Revised Code or no retail natural gas supplier shall provide a competitive retail natural gas service on or after thirteen months following June 26, 2001, to a consumer in this state without first being certified by the public utilities commission regarding its managerial, technical, and financial capability to provide that service and providing reasonable financial assurances sufficient to protect customers and natural gas companies from default. Certification shall be granted pursuant to procedures and standards the commission shall prescribe in accordance with rules adopted under section4929.10of the Revised Code.
