Upon a customer's election to opt out under  section4928.6611of the Revised Code and commencing on the  effective date of the election to opt out, no account properly  identified in the customer's verified notice under division (C) of  section4928.6612of the Revised Code shall be subject to any cost  recovery mechanism under section4928.66of the Revised Code or  eligible to participate in, or directly benefit from, programs  arising from electric distribution utility portfolio plans  approved by the public utilities commission.
