(A)Except as provided in division (B) of this section and section4928.644of the Revised Code, the baseline for an electric distribution utility's or an electric services company's compliance with the qualified renewable energy resource requirements of section4928.64of the Revised Code shall be the average of total kilowatt hours sold by the utility or company in the preceding three calendar years to the following:
(1)In the case of an electric distribution utility, any and all retail electric consumers whose electric load centers are served by that utility and are located within the utility's certified territory;
(2)In the case of an electric services company, any and all retail electric consumers who are served by the company and are located within this state.
