For the purpose of facilitating compliance with sections4928.54,4928.541, and4928.542of the Revised Code, the public utilities commission shall design, manage, and supervise the competitive procurement process required by section4928.54of the Revised Code. To the extent reasonably possible, and to minimize costs, the process may be designed based on any existing competitive procurement process for the establishment of the default generation supply price for electric distribution utilities. This section does not preclude a process design that is based on a competitive procurement process that applies to the combined certified territories of electric distribution utilities subject to common ownership.
