The public utilities commission has jurisdiction under section4905.26of the Revised Code, upon complaint by any person or upon complaint or initiative of the commission on or after the starting date of competitive retail electric service, to determine whether an electric utility has failed to implement, in conformance with an order under section4928.33of the Revised Code or in ongoing compliance with applicable provisions of the policy specified in section4928.02of the Revised Code, a transition plan approved under section4928.33of the Revised Code. If, after reasonable notice and opportunity for hearing as provided in section4905.26of the Revised Code, the commission determines that the utility has failed to so comply, the commission, in addition to any other remedies provided by law, may
